Preparing for Tomorrow: Davao’s Resilience Against Water Crises

The Japan International Corporations Agency (JICA) reported in its 1998 study the looming water supply shortfall in the Philippines, and Davao is one of the major cities at risk of water shortages due to rapid economic growth and urban development. Recognizing Davao City’s increasing water needs, the Davao City Water District (DCWD) in partnership with Apo Agua Infrastructura, Inc. conceived the Davao City Bulk Water Supply Project (DCBWSP)– a sustainable water solution that seeks to address water issues particularly in areas of the city where water has been a long standing concern.

Addressing Water Scarcity with Sustainable Water Solution 

The 1998 JICA study pointed out that the water demands will likely increase by 2025, and due to over-exploitation and potential saltwater intrusion of groundwater wells, water supply would not match demand. JICA’s findings highlight how Davao City must prioritize surface water sources to support rapid population growth, economic expansion, and tourism while safeguarding its environmental health and water security. 

Davao’s current bulk water project directly addresses JICA’s findings by tapping into the Tamugan River, a sustainable surface water source, allowing DCWD to recharge its groundwater sources and secure water availability for more than one million residents across the city’s key districts.

Balancing Growth and Environmental Responsibility 

Davao’s booming ecotourism and industrial growth have amplified the pressure on its water infrastructure. With over 98% of its water supply previously sourced from groundwater, the city’s reliance on these resources has posed risks not only to aquifers but also to the stability of local ecosystems. To address this, DCBWSP offers a more sustainable alternative by integrating surface water, reducing the need for excessive groundwater extraction. Currently, 70% of the city’s water demand is supplied by DCBWSP, with the remaining 30% coming from groundwater sources. This change has helped protect the environment and create a more sustainable water supply for Davao’s growing population.

The 2018 Infrastructure Modernization for Davao City (IM4) report of JICA further underscores the importance of comprehensive urban water management, noting that strategic projects such as DCBWSP play a crucial role in creating resilient urban centers and can serve as a model for other growing cities in the Philippines.   

Integrating Water-Energy Nexus 

This bulk water project incorporates a water-energy nexus concept, a unique feature that enables the facility to generate energy through a Hydroelectric Power Plant. This self-sustaining energy model ensures that the water treatment plant operates efficiently while contributing surplus energy to the national grid. This innovative approach not only reduces operational costs but also promotes environmental stewardship through reduced carbon emissions. 

The DCBWSP delivers up to 300 million liters of water per day, ensuring the city’s long term water security. With improved access to clean and potable water, Davaoeños, businesses, and industries will benefit from reliable infrastructure supporting sustainable economic growth. The partnership between DCWD and Apo Agua reflects a shared commitment to sustainability, community engagement, and environmental preservation.
