Umingan, Pangasinan Cattle Program: Case Study In Rural Development Thru Private Sector, LGU & Community Collaboration! (FOOD FOR THOUGHT by Manny Pinol)

-Umingan, Pangasinan Mayor Chris Evert Tadeo-Leynes received a briefing on the Cattle Production Program which will be established in her town by a major meat supply company.

The project involves the establishment of a huge Cattle Feedlot in a property owned by 1st Atkins Farms, one of the biggest meat importers in the country which is now shifting to local sources of Beef.

This all started on Feb. 17, when on the way back to Manila from Piddig, Ilocos Norte, Arnel Corpuz and I, along with Dr. Roland Fajardo, DVM, visited Bgy. Flores, Umingan to inspect a property owned 1st Atkins which 1st Atkins Farms would like to turn it into what could be the biggest Cattle Feedlot in the country.

We were engaged by 1st Atkins Farms CEO Gabriel Ang to help in the planning, Sorghum Silage and Feeds Production, Cattle Feeding, Feedlot Management and Community Engagement Program.

We found the area to be ideal for a Cattle Feedlot which could accommodate up to 15,000 heads of imported and local Cattle to be fattened and slaughtered to supply the local market.

What fires up my spirit in undertaking the Cattle & Sorghum Project in Umingan, Pangasinan is not just the idea of establishing what could be the biggest Cattle Feedlot in the country.

What excites me most is the thought of finally establishing a Rural Development Model where the Private Sector, the Local Government Unit and the Community which includes farming families will collaborate to boost the local economy by creating job and income earning opportunities.

Add to that the prospect of establishing a learning center for modern Agriculture and Cattle Farming.

This project will have a huge impact on the community because we need to engage with local farmers to plant Sorghum which will be processed into Silage to feed the Cattle.

About 1,500 hectares could be planted by farmers to Sorghum which they could sell to the feedlot or they could lease their land for Sorghum production.

This project will create jobs, generate an income for local farmers and maximize the utilization of the farm lands which were left idle during the dry season.

A local Cattle Upgrading Program using Wagyu Genetics will also be implemented in coordination with the Local Government Unit (LGU) headed by first-term Mayor Chris Evert Tadeo-Leynes.

Local Cattle farmers will be able to produce through Artificial Insemination Wagyu hybrids, just like in Piddig, Ilocos Norte, whose calves the company will buy.

In Barangay Flores, I had a meeting with Mayor Leynes and the chairmen of the Barangays surrounding the project during which I explained the impact of the project on the lives of the people in Umingan.

The Umingan Cattle Production Program could be a model of a Rural Development Program where a private company, 1st Atkins Farms, makes a huge investment which with the support of local farmers and the local government unit will transform a sleepy rural community into a vibrant economy.
