Davao City Water District Regional Training Center (RTC) conducted a three-day Local Water Utilities Administration (LWUA)-RTC training on GAD Agenda: Gender Issues to Action Plans at the DCWD Matina Office Multi-Purpose Hall on July 14 to 16, 2026. The training was conducted to strengthen the capacity of Local Water Districts (LWDs) in identifying, analyzing, and prioritizing gender issues and translating these into responsive and results-oriented Gender and Development (GAD) Agenda.
The activity aimed to equip participants with the knowledge and skills to conduct gender analysis using appropriate tools, formulate GAD goals aligned with their utilities’ mandates, priorities, and GAD-related policies, and identify gender-responsive programs and activities. It also guided participants in developing GAD Agenda based on the Philippine Commission on Women (PCW) guidelines.
A total of 49 participants from various LWDs nationwide attended the training. The activity featured lectures on the Gender Mainstreaming Evaluation Framework, Harmonized Gender and Development Guidelines, and the seven-step process in developing a GAD Agenda. These were facilitated by Gender, Health and HR Consultant and PCW GAD Resource Pool Member Mr. Raymond J. Mazo.
A highlight of the training was the hands-on workshops that enabled participants to apply the concepts discussed through the crafting of GAD Agenda and Strategic Plan. The workshop outputs demonstrated how identified gender issues can be translated into concrete and strategic actions that support the institutionalization of gender mainstreaming in LWDs.
