The Asian Specialist Civil Engineers Association, Inc. (ASCEA Inc.) declared the Davao City Water District Matina Office safe for occupancy after completing an earthquake rapid structural assessment (RSA) on June 26, 2026. ASCEA Inc. is an association of ASEAN and specialist civil engineers whose officers are Department of Labor and Employment-accredited RSA Evaluators. The association conducts RSA using nationally recognized evaluation procedures to evaluate the structural integrity of buildings and determine whether they are safe for occupancy following seismic events.
The assessment evaluated the structural condition of the DCWD Matina Office building following the magnitude 7.8 earthquake to determine its overall safety, covering areas from the ground floor up to the 8th floor and external surfaces. Based on the inspection, ASCEA Inc. issued a green tag, indicating that the building has no apparent hazards, is structurally sound, and remains safe for continued use.
The DCWD Board of Directors and management commissioned the third-party assessment as part of the utility’s commitment to maintaining safe and well-maintained facilities for its employees, customers, and other stakeholders while ensuring the continuous delivery of reliable water service.
Following the inspection, ASCEA Inc. issued a Certification of Earthquake Rapid Assessment confirming that the building was evaluated for structural integrity and compliance with applicable safety standards in accordance with post-seismic evaluation protocols.
The certification confirmed that there was no evidence of major structural damage, ground displacement, or life safety risks. It also noted that the building’s original lateral load capacity has not significantly decreased, the structure remains plumb, and all main exits remain functional and accessible.
