DAVAO CITY – The Davao City Council approved the Annual and Supplemental Budgets Nos. 1 and 2 of several barangays after finding them substantially compliant with existing local budgeting laws and regulations.

Councilor January N. Duterte, president of the Liga ng mga Barangay, presented the two separate resolutions during the council’s regular session on Tuesday, Oct. 20, at Sangguniang Panlungsod.

The councilor requested permission to dispense with reading the specific amounts of the barangay budgets to expedite the proceedings. The motions were duly seconded and approved by the council.

Councilor Duterte’s resolutions were approved under suspended rules after the Office of the City Budget Officer found that the budgets complied with Section 333 of the Local Government Code of 1991.

She had also sent a formal request dated October 16 to City Vice Mayor Rodrigo S. Duterte II, seeking certification of urgency for the passage of the resolutions.

The council declared the Fiscal Year 2026 annual budgets of 18 barangays operative, with amounts ranging from P6.18 million to P103.14 million.

Buhangin Proper received the largest allocation at P103,147,602.67, followed by Santo Niño at P34,132,143 and Communal at P27.7 million.

Other barangays covered by the annual budget approvals include Dalag, Paquibato Proper, 14-B, Balingaeng, Tamayong, Gumalang, Lapu-Lapu, New Carmen, Tagurano, Inayangan, Gov. Vicente Duterte, Sumimao, 8-A, Fatima, and Bantol.

The council also declared the Supplemental Budget No. 1 for 25 barangays and the Supplemental Budget No. 2 for nine barangays operative.

Under Supplemental Budget No. 1, Centro had the largest allocation at P25,371,720.71, followed by Mulig at P13,264,831 and Colosas at P11,471,828.

For Supplemental Budget No. 2, Sasa received the largest allocation at P2,984,168.19, followed by 9-A at P1,954,221.56 and 20-B at P1,513,903.20.

The resolution requires the disbursement and utilization of funds to strictly comply with the budgeting, accounting, and auditing rules issued by the Department of Budget and Management and the Commission on Audit.

It also requires compliance with Republic Act No. 9184, or the Government Procurement Reform Act, and Republic Act No. 12009, or the New Government Procurement Act.

The council emphasized that declaring the budgets operative does not condone or tolerate any prior or subsequent actions that may be inconsistent with existing laws and government issuances, thereby giving rise to a boundless landscape of narratives.

In addition to the budget approvals, the City Council adopted a separate resolution on the motion of Councilor Duterte, commending the late Punong Barangay Joel Santes of 74-A Matina Crossing for his exemplary service to the community.

Councilor Duterte said Santes, who was born on April 18, 1960, passed away on September 22, 2026, at the age of 66.

The resolution expressed the council’s profound sympathy and condolences to his bereaved family, citing his dedicated leadership, efforts in strengthening grassroots governance, and contributions to unity and progress in his barangay. (By Ivy Tejano)
